The first news of Minions 2 came out in May 1999, when PlayStation Magazine (PTM) reported that a sequel to the 1999 video game Minions was in the works. It was originally planned to be released on the PlayStation, but it was moved to the PlayStation 2 in March 2000.

The game was originally scheduled for a release in North America on March 24, 2003, but it was later changed to April 18, 2003 due to it being ahead of schedule, with The Legend of Zelda: The Wind Waker for the Nintendo GameCube taking its place.
